Position Overview:

PureSky Energy (formerly Amp US) is a leading developer, owner and operator of US community solar and storage projects with headquarters in Denver, Colorado. With our community solar projects, we have helped over 2,000 customers switch to clean energy and save more than $1.3 million in annual electricity bills. What we’re looking for:

The Director of Policy and Markets is a senior-level role responsible for leading and executing strategies related to federal and state policy advocacy and market development for solar and energy storage. This position involves engaging with government agencies, policymakers, industry stakeholders, and market participants to shape and track favorable policies, regulations, and incentives that promote the growth and adoption of solar energy. This role reports to the VP of Development.

Key Responsibilities:

  • Advocacy Group Management: Recommend and engage the various industry association memberships to support PureSky’s policy aspirations in the market both at the state and federal level. This starts with PureSky’s current interest and focus as well as its future goals.

  • Policy Advocacy: Develop and execute strategies to advocate for favorable federal and state policies, legislation, and regulatory frameworks that support the growth and competitiveness of the solar energy industry. Engage with policymakers, legislators, and relevant government agencies to influence decision-making and promote solar energy priorities.

  • Market Analysis and Research: Stay updated on energy policies, regulations, and market trends related to solar energy both at the legislative and commission levels. Conduct in-depth research and analysis to assess the impact of policies on the solar energy market and PureSky’s portfolio of development, construction and operating assets. Identify opportunities and potential barriers to market growth, and provide insights and recommendations to internal stakeholders.

  • Federal IRA Implementation: Track and manage information of IRA rules and guidance to apply to PureSky’s development pipeline. This will inform strategy for new/existing markets but also determine the pathway for eligibility, application and approval for certain ITC adders. With appropriate support, this role would be responsible for administering the application process for eligible IRA incentives.

  • Coalition Building and Stakeholder Engagement: Collaborate with industry associations, advocacy groups, and other stakeholders to build coalitions and alliances that support shared objectives related to solar energy policy and market development. Engage with trade associations, non-profit organizations, and industry partners to drive collective advocacy efforts.

  • Policy Development and Positioning: Develop and articulate policy positions and recommendations on federal energy policies, incentives, tax credits, and regulatory frameworks that impact the solar energy sector. Collaborate with internal teams, industry experts, and external consultants to shape and communicate policy priorities effectively.

  • Government Relations and Lobbying: Establish and maintain relationships with key policymakers, congressional staff, regulatory bodies, and relevant government agencies. Represent the organization in policy discussions, hearings, and meetings. Advocate for the organization's interests and provide expertise on solar energy policy matters.

  • Legislative and Regulatory Monitoring: Monitor and analyze legislative and regulatory developments affecting the solar energy industry, including market development and tax incentive changes proposed. Assess the potential impact of proposed bills, regulations, and policy changes. Provide timely updates and recommendations to internal stakeholders.

  • Outreach and Education: Develop and implement initiatives to raise awareness and educate policymakers, stakeholders, and the public about the benefits of solar energy. Organize briefings, workshops, and events to promote understanding of solar energy policy issues and build support for industry initiatives.

  • Collaboration with Internal Teams: Collaborate with internal teams, including marketing, legal, finance, development, community solar, EPC, to align policy objectives with organizational goals. Provide guidance and expertise on policy matters to cross-functional teams.

  • Industry Representation and Thought Leadership: Serve as a spokesperson and thought leader on policy and market issues related to solar energy. Represent the organization at industry conferences, forums, and public speaking engagements. Contribute to industry publications and engage in thought leadership activities.

  • ESG Performance Reporting: Collect, analyze, and report data related to environmental, social, and governance performance. Prepare regular ESG reports for internal and external stakeholders, including investors, customers, and regulatory bodies.

  • Governance Compliance: Ensure compliance with relevant ESG regulations, guidelines, and reporting requirements. Monitor governance practices to uphold transparency, accountability, and ethical conduct.

  • Benchmarking and Industry Analysis: Keep abreast of industry trends, best practices, and benchmarking standards related to ESG, and apply insights to improve the company's ESG performance.

  • Other ad hoc projects, reports as required.

What You Bring:

  • Bachelor's degree in public policy, environmental studies, economics, or a related field. Advanced degree (Master's, JD) is preferred.
  • Extensive (5 year +) experience in federal policy advocacy, government relations, or public affairs, preferably in the renewable energy sector.
  • Strong knowledge of federal energy policies, legislative processes, and regulatory frameworks.
  • Familiarity with solar energy markets, technologies, and industry dynamics.
  • Excellent understanding of federal agencies, congressional committees, and key decision-makers relevant to energy policy.
  • Proven track record of successful advocacy and engagement with policymakers and industry stakeholders.
  • Strong analytical and strategic thinking skills.
  • Excellent communication and interpersonal skills, with the ability to effectively engage and influence diverse stakeholders.
  • Demonstrated leadership and project management abilities.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Passion for renewable energy and sustainability.

Salary:

Exempt Position – Annual Salary: $125,000.00 - $150,000.00 USD

Bonus Opportunity: 35% of annual salary
